<h2 style="font-size: 20px;">I find it hard to believe that it is now almost 25 years since I was a fresh University of Newcastle graduate and I secured my first role at the Newcastle office of the NSW EPA.</h2>
<p>During my time with the EPA, I visited many sites for inspection &#8211; including visits to mine sites in places that I had never heard of!</p>
<p>Looking back, I recall reading the regulations and conditions in place for many mine sites. Even though I had environmental qualifications, I remember thinking the conditions were tough and comprehensive. I was naïve.</p>
<p>The conditions for mines are far more arduous now than they were in the early 90s. Assessment agencies, regulators, shareholder, stakeholders, and the general community now expect (and demand) so much more in environmental compliance and social responsibility. This will only continue.</p>
<p>This expectation (and demand) is further highlighted by the Queensland Government Mineral and Energy Resources (Financial Provisioning) bill, which is primarily designed to create a pool of funds for longer-term rehabilitation. Whilst there is some disagreement between Industry and Government with regard to finer details of the Bill, I am sure it will be passed in some form.</p>
<p>Within the industry, there is still very much a school of thought that environmental regulation and management is just a cost. Yes, compliance is a financial expense, and often a condition of operation. However, it can be also a revenue source.</p>
<p>The vast majority of mines purchase water from a state water agency under a licence arrangement. In Queensland, mine sites purchase water from Sunwater at $4000 per megalitre. This water is used and then discharged, yet another expense.</p>
<p>Recently, several operating mines have investigated options to recycle the purchased water. This enables the operating costs to be lowered. The New H2O Resources is currently working with several mining companies investigating options to dramatically reduce the cost of water through efficient recycling. It is certainly not a “one size fits all” approach, as there is some science to the calculations. However, in many cases, significant funds can be saved.</p>
<p>In many cases, we have found that mines are left with an excess of water after they recycle. This creates an opportunity for mines to sell the recycled water to nearby agricultural enterprises and other businesses. We are currently receiving strong interest from farmers and industry groups for the purchase of recycled water, a much cheaper solution than purchasing directly from Sunwater.</p>
<p>This means that discharging water can become a revenue source for mines, rather than a cost. The New H2O Resources solution is proving to be of interest to CEOs and CFOs of mining enterprises.</p>

<h2 style="font-size: 20px;">The state government handed down the 2018 Queensland budget on June 12, with one of the most talked about issues being the implementation of the waste landfill levy.</h2>
<div style="text-align: justify;">
<p>Whilst the main objective of the levy is to stop the convoys of waste trucks travelling north along both the New England and Pacific Highways to Queensland landfills, the implementation of the levy has wider much implications.</p>
<h3><strong>Some observations about the implementation of the levy:</strong></h3>
<ul>
<li>The proposed rate will be $70 per tonne for waste derived from commercial, construction or industrial sources.</li>
<li>This levy will increase by $5 per annum.</li>
<li>Domestic (or residential) waste is levy free and Councils will be able to claim a rebate of 105% of the tonnage for domestic waste.</li>
<li>38 local government areas (or about 90% of Queensland&#8217;s population) will be impacted.</li>
<li>The commencement date is yet to be announced but is expected to be implemented by January 2019.</li>
</ul>
<h3><strong>Budget implications for the State Government:</strong></h3>
<p>During her budget speech, Queensland Treasurer Jackie Trad indicated that in the first six months, $100 million will be collected which equates to just under 1.5 million tonnes. It is estimated that this tonnage has been under calculated, and in fact, the Queensland Treasury could expect a much higher return based on predictions from industry sources. It is also expected that whilst the quantity of trucks from NSW will be reduced, it will be still more commercially viable for some areas of NSW to bring their waste to Queensland, thus meaning we could gain revenue from some NSW business activities!</p>
<p>With regard to the quantity of funds collected from a landfill levy, the NSW Government recently stated that funds gained from their landfill levy achieved a greater revenue than was initially thought.</p>
<p>To encourage the recycling market, the Queensland Budget have said that $100 million of funding will be designated to develop a high-value resource recovery industry. Whilst details are still to be finalised, funding will be available for infrastructure or machinery up to $5 million on a dollar-for-dollar basis, the development of new large-scale facilities as well as support for advanced feasibility studies for innovative waste recovery projects. The nature of these planned projects indicate that the $100 million will not be spent in the first year. It is worth noting that Treasury has stated only 80% of the funds are slated for waste related projects with the remainder going into consolidated revenue (or debt repayment).</p>
<h3><strong>Budget implications for Local Councils:</strong></h3>
<p>Local councils who need to implement the waste levy may have issues with its execution due to staff training and the potential upgrade of systems over the next 6 months which will incur a cost burden to councils.</p>
<p>However, the waste levy does provide new opportunities:</p>
<ul>
<li>Firstly, are funds available (noted above) for the Council to implement waste recycling centres?</li>
<li>Secondly, financially proficient local governments may use the additional 5% of the rebate (or $3.50 per tonne) into landfill provisions which are seriously short across the state.</li>
</ul>
<p>Don’t be surprised too if many unmanned waste transfer stations or bin depots have a dramatic increase in waste in 2019 as people (and small business) look for sneaky ways to avoid paying the levy.</p>
<h3 style="text-align: left;"><strong>Budget implications for the waste industry:</strong></h3>
<p>Like in NSW, Queensland landfill companies now become a revenue collector for the government. Disposal rates for construction and demolition waste at many landfills is around $35 to $40 per tonne and this will jump to over $100 the day the levy is implemented. As a result, most of the revenue will be directed to government coffers. Nevertheless, they to have the opportunity to implement waste recovery facilities.</p>
<h3 style="text-align: left;"><strong>Budget implications for households and businesses:</strong></h3>
<p>Whilst many political leaders have said that households will not be affected, they inevitably will be. For instance, when it comes to hiring a skip bin for house cleanouts/ building and renovations, the cost of these services will skyrocket to absorb the waste levy costs. Business owners of restaurants, shopping centres, sporting stadiums, and other asset owners will also need to increase their retail costs to absorb the costs.<em> </em></p>

<h2 style="font-size: 20px;">Waste has become a hot topic, with New South Wales transporting their rubbish to Queensland to avoid landfill levy’s and China banning the importation of 24 types of scrap, including waste plastic and unsorted scrap paper as of January 1, 2018.</h2>
<p>However, before now, most of us probably don’t think too much about where our recycling rubbish goes after we put it in the yellow bin. However, after the recycling bin, there is a long process line before our plastic rubbish can be broken down and recycled. Prior to 2018, countries including Australia, the United Kingdom, European Union, the United States and Japan were shipping their waste products to China to process and recycle.</p>
<h3>China&#8217;s Waste Ban</h3>
<p>China’s ban on rubbish will hit Australia hard – approximately 619,000 tones worth $523 million will be impacted. Traditional recyclers are expected to be affected the most, as they will now have to find somewhere else to get rid of the plastic bottles, cans and other recycling materials they collect, at a cost to them. Ratepayers may be the ones footing the bill for their recycling services as companies struggle to offload the material.</p>
<p>So now that this has stopped, the real question, however, is what are we going to do?</p>
<p>China’s global dominance in manufacturing means that many countries have relied on one market to solve their waste and recycling issues. Some people may see this as a way to force Australians to take responsibility for their own rubbish, but <a href="http://www.news.com.au/finance/business/manufacturing/chinas-ban-on-foreign-waste-set-to-impact-australia/news-story/49e4ef9a585e76795fa75859c3016582">Tom Szaky of recycling company TerraCycle said: “it’s not good for sustainability as many plastic products are made in China and it is the main market for recycled plastic</a>”.</p>
<h3>Creating a Circular Economy</h3>
<p>Australian waste managers are looking towards creating a circular economy through sustainable development. A circular economy keeps resources in use for as long as possible, extracting the maximum value from them whilst in use; then recover and regenerate products and materials at the end of each service life. <a href="https://progrss.com/sustainability/20171230/circular-economy-sustainable-development/">Countries like Singapore have already implemented a waste-to-energy plant, which has reduced the city’s waste volume by 90%</a>.</p>
<p>Harbak has over 20 years’ experience in the waste management industry, including preparing tenders and strategies for councils across Queensland in both major cities and regional towns. <p>For example &#8211; Harbak was recently engaged to ascertain the most appropriate (financial and environmental) waste recycling option for a large organisation. This involved undertaking market research in Queensland and Northern NSW to obtain detailed financial arrangements for waste transport recycling and disposal. In some instances, the least expensive option was not chosen due to several key risks; including longer-term commercial viability and the need to reduce the risk of environmental harm in surrounding areas. Nevertheless, our research identified several key opportunities and potential commercial advantages. The risks were clearly identified and well communicated by the client internally, then the risk to value outcome calculated.</p>
<p>Good waste management can result in safe, secure and compliant operations. However, not understanding or failing to recognise your risk can lead to a long-term debacle including financial heartache for years to come.</p>

<h2 style="font-size: 20px;">2018 is going to be a great year for Spatial Scientists and Surveyors. While some seem to think the economy is struggling, there are some big infrastructure projects already underway, and more about to start.</h2>
<p><strong>Some of the highlights include:</strong></p>
<ul>
<li>The much-anticipated Toowoomba Second Range Crossing which is well underway and has provided licensed surveyors (and drones) with work for several years.</li>
<li>The Gateway Upgrade North is progressing at a solid pace through Brisbane’s North-Eastern area.</li>
<li>Bruce Highway upgrades.</li>
<li>Roadworks in Cairns (Smithfield bypass).</li>
<li>The Cross-River Rail project which has begun preliminary works near the home of mapping and surveying, near the Woolloongabba Land Centre.</li>
<li>Brisbane Queens Wharf Project.</li>
<li>Ongoing works at Brisbane and Sunshine Coast Airports</li>
<li>Increase use of drones at construction sites, quarries and landfills</li>
</ul>
<p>Furthermore, there are many land development, small local government and utility infrastructure projects that are either planned or well underway. A real surprise lately has been the return of the mining sector, which has allowed the critical task of mine surveying and GIS mapping to re-start at several exploration sites, as well as operating mines</p>
<p>In looking at the $5 billion Cross River Rail project, spatial scientist and surveyors will be needed within the following areas:</p>
<ul>
<li>Cadastral surveying at every new station,</li>
<li>Utility connections,</li>
<li>Volumetric surveying in actual tunnel works,</li>
<li>Actual construction works and,</li>
<li>Many more critical roles including the plethora of maps and GIS related material that will be created.</li>
</ul>
<p>It is also of note that the procurement model chosen by the Labor Government is a Public Private Partnership (PPP), which means technicians and professionals will be need both client side and consortium side.</p>
<p>The Queensland Spatial and Surveying Association (QSSA) is taking the lead in assisting such practitioners in the development of their career and provides updates on several of the aforementioned projects.</p>
<p>Of particular highlight for the QSSA, was the recently well attended Global Navigation Satellite System course held at USQ Springfield. Our presenters from USQ and the Queensland Government detailed a thorough guide to Global Navigation Satellite System on how it works and where it can be used effectively. We are looking at running another weekend course in mid-2018. Further, we are running technical training sessions in Toowoomba, Brisbane, and the Sunshine Coast which will provide our members valuable technical training to benefit their career.</p>

According to a study by <a href="https://www.forbes.com/sites/larrymyler/2016/06/08/acquiring-new-customers-is-important-but-retaining-them-accelerates-profitable-growth/#2f8192d26671" target="_blank" rel="nofollow noopener">Bain &amp; Company</a>, “60 – 80% of customers who describe themselves as ‘satisfied’ do not go back to do more business with the company that initially satisfied them.” It is imperative that businesses stay in touch with personalised content that is relevant to the particular client and continues to build on the existing relationship and stay front of mind for when the next purchase decision is made.</p>
<p>I’m sure that every one of your clients has more than just a few Christmas functions that they need to attend. So do something different to thank your clients for their business, and send them a small personalised gift instead.</p>
<h3>2.    Focus on the future</h3>
<p>It is not uncommon for business owners to only think about what is happening at the present, however, to get you through a quieter period, it’s important to focus on the next 12 months and fill your pipeline with new potential opportunities. <h2 style="font-size: 20px;">Imagine a tender closing and no organisation responding.  It’s an embarrassment on so many levels, and unfortunately, it does happen. To avoid such an experience happening, many government agencies “test the water” before the tender is released.</h2>
<p>The concept of market sounding is for the public sector to ascertain the private sector’s appetite for a project, and gain up-to-date market knowledge through open and recorded conversations. Market sounding allows the public sector to gain private sector input and understand the associated project risks whilst also advertising the project to ensure prospective contractors do apply with conforming bids. As part of Harbak’s services, I have been conducting detailed market research for clients for almost ten years, predominately within the Waste and Construction industries.</p>
<p>Tendering is one of the most crucial and difficult areas in contracting out to the public sector, as it is through this process that the public sector can select the best service provider in relation to capacity, quality, and cost, as well as balancing the risk. Without thorough market sounding, it can be difficult to articulate the conditions of a project, and run the risk of no response to the tender – which is an increased risk in non-metropolitan areas as there are often fewer potential respondents. To conduct in-depth market sounding, the government needs to communicate with experienced providers of the infrastructure and services, thus allowing the government to collect opinions on market conditions, technical aspects of the project, and the allocation of risks.</p>
<p>Market sounding needs to be conducted at the appropriate time. Too early in the project development can make the public sector sounds vague, as relevant questions have not been identified. Whereas the risk of conducting market sounding too late is if the project definition is too detailed, thus leaving little room for effective private sector feedback. My previous experience in conducting market sounding work means that our team is proficient in knowing when to conduct market research and the right questions to ask in this process.
